I'm trying to wrap my head around this but I find this justification a little surprising. Essentially RAPM is a noise reduction preprocessing step and then we rely on a second model to fit the data imperfectly and hopefully balance out the noise? The key here is that you're not looking at the RAPM ...

You may already be thinking of this, but if you plan to use per-minute stats it's important to pace-adjust because paces in the D-League can vary more widely than in the NBA.
