Season suddenly at 59% completion.
Wade looks like the 2nd best player, but his minutes are down.

Cousins leads the league in offensive boards (total) and in fouls (by a lot).
Of 100 players w. >1250 minutes, he's 1st on ORb%, 4th in DRb%, 2nd (to Dwight) in total Reb%, 12th in Blk%.
His WS/48 is .101, ranking #71 of these 100. His PER (21.0) is 23rd.
This after a 28-18-5-3 night.

The median WS/48 of all players with 100+ minutes is .085 .
Of 402 players, about 40% are above .100

His TS% (.494) is .011 below his team's. His TO% (.137) is just better than league avg.

I should have said mean. I was aware the median was lower but I rushed through it.

The main point I made was that Cousins is far less elite on these other 2 metrics.

Just did a b-r.com Player Season Finder on this year's players averaging >20 points/36 min and >20 TReb%, and Cousins is the only qualifier. Barely, on both counts, in any minutes.
Drop both to 19, and you get also Dwight (with his 19.8 Pts/36) and Love (19.2 TReb%).

In 13 seasons this century, there are (>1200 min.) just 18 such 19-19 seasons, and only 7 20-20 years -- Dwight and Garnett twice each, Love last year, Boozer in '07, DmC if he hangs on.

In either list, only Dwight, KG, and Duncan have been bigger shotblockers.

I believe Moses Malone is the only player to meet both of your criteria and won a title the same season. So such a player is not common or commonly a title winning building block.

At 19 pts/36 and 19 TReb%, with 2000+ minutes, there are 41 player seasons since 1976, including:
Bill Walton 1977 *
Moses Malone 1981
Moses 1983 *
Shawn Kemp 1996
Tim Duncan 2005 *
Dwight Howard 2009

Six of 41 reached the Finals (and 3 * won), which is better than random.
Of course, sometimes this kind of prolific rebounding-scoring is the result of a thin lineup.
You also find Barkley, Robinson, Shaq, Olajuwon, Garnett -- all of whom have led teams to Finals, once they had some help.
No Finals trip: Boozer, Randolph, Love
Winning a title as a one-man gang has always been, and always will be, a longshot.

How did you decide what 'random' is here?

1 title winner with 20 /20, 3 at 19/19, only 6 I think at 18/18 out of 88 player seasons with 18/18 and 25+ minutes per game. That is still not a lot in 32 years. Randomly you'd expect 88 player seasons to be associated with at about 3 titles.

Of 13 different players to get 19 pts/36 and 19.0 TRb%, 10 have reached the Finals; the other 3 are still active, and not terribly old. I count about 16 titles won, among them. Therefore:
...such a player is not common or commonly a title winning building block.
... is true in such a player being uncommon, but also true that he's definitely a title-chance enhancer.

"I count about 16 titles won, among them."

But only 3 in the season when they went 19 /19.

So the player is a title enhancer, but 19/19 is not crucial.

Josh Smith, in the last 4 installments, rose from 8th, to 7th, to 4th, to 3rd in the league.
He wasn't even an all-star, nor has he ever been.

Players who have (since 1974) averaged 18.8 pts, 9.6 reb, 3.9 ast, 1.4 stl, and 1.7 blk per game:
Kareem (3 times), Garnett (3x), Webber (twice), David Robinson, Bob Lanier, and Josh Smith this year.
The Hawks were 22nd in pace and 6th in DRtg this year.

Players with TReb% > 15.8, Ast% > 20.5, Stl% > 2, Blk% > 3.7 : Smoove this year and KG in 2004.
