Measuring how often an offense gets in droughts

I'm trying to think of a good way to quantify how inconsistent an offense is and how often it gets in periods of drought.

Would just taking the standard deviation of the time between scores be a good way to measure this? Or is there a better way you can think of?

Standard deviation of the time between scores is a good measure of inconsistency but frequency of drought remains. Need to define period of drought (only two scores in 7 possessions or a similar or higher rate for longer? or define as x S.D.s more time per y possession intervals?) and then find that.
