Fwiw, half of improvers have moved from original team. Slightly more than half of the decliners at some point. Not that surprising.
Lots of teams that gained from decisions and lost. These and many others, in previous seasons and reflecting on current performances. On average, the insiders are mostly pretty average across their decisions. Some good / great, some bad / terrible.
There are year to year up / down and down / up moves that may offset over longer run. Buying / selling for long-term gains are more important than one move.
Compiling the two lists by team would give food for thought about judgment and luck.

Santi Aldama last year collected just 0.3 WS in 4.4 mpg (360/82).
This year he's gotten 23 mpg; with those minutes last year, all else being equal, he'd have had the 2.2 WS shown.
If he doesn't improve, he gets the same wins in the same minutes. But his WS/48 projects an
additional 5.9 WS, another 2.8 PER-Wins, or +7.4 BPM-wins -- the average of which is 5.4, shown in column 1.

I am always looking to make info as clear and concise as I can, as well as in forms perhaps not available elsewhere; thanks for the feedback.
In the first table, you see this year's minutes and rates on the left; last season on the right.
In the 2nd, same layout; but more apples to apples, i.e. "wins" suggested by the different stats and over a standard number of games (82 per team).
A couple posts back, per36 scoring, rebounds and assists (standardized), plus shooting%, this year and last.
At the risk of causing lines to wrap on smaller screens, I have added in those individual 'deltas.'

After looking through some additional statistics, I’m surprised Aldama has gotten zero chatter for most improved. I wasn’t able to find him on any of the public sportsbooks, and hell, even Bol has the 4th best odds for MIP.
I have pretty much bought in that Aldama should be the favorite instead of Haliburton or Gilgeous-Alexander. I knew he had gotten better, but I was floored by the jump once I dug in more.
Also, I’m not convinced the growth is as large for Joe in OKC as some of the other players, but he probably deserves a bit of consideration as well.

It's perhaps the most subjective Award there is. Not only does everyone have their own idea of who "doesn't qualify" , there's not even agreement on whom should be considered.
Aldama's PER improvement is quite modest, and that is one stat that may translate to the casual observer. It's just more of everything tangible. But the award is often given to someone who simply got more minutes, without improvement in rates.
At this time in 2013, Steph Curry had never made an All Star team. From the previous year, his PER was up 2.8, ws/48 up .045, BPM up 2.0. Yet he was not among 31 players who received at least 1 vote (even 5th place votes) for MIP in 2014.

But he had made a name for himself in the 2013 playoffs and in highlight reels, so "everyone knew he was already good". At least that's the explanation given here in this forum.
It's pretty straightforward to generate a comprehensive listing of 'most improved' in one measure or another. Using several, we find the players who should at least get consideration.

I looked at the MIP-winners list, and I am pretty sure the winner has Never been previously named to an All Star team.
And quite a few, maybe most, made their first Allstar team the same year.
So that criterion elevates big-minute guys like Shai or Haliburton; and eliminates lesser players like Sengun and Aldama, along with former all-stars (Davis, Lillard, Luka, Curry ...)

There is always a bias against 2nd-year players: They're
supposed to get better.
And I will go out on a limb to predict Aaron Gordon.
