Some possible changes:
More days for 2 way contracts or different rules on what counts toward them.
Reverse the over 38 rule back to over 36 or make modifications.
Change the rules governing trade exception and disable player exceptions so they are more likely to be used. If the case for them is good, they should be considered more viable.
Modify / reduce cap holds for certain classes of players based on age or possibly playing time.
Consider allowing bonuses on minimum salary contracts. And / or larger standard year to year increases.
Scale year to year raises in some fashion to expected rises in the overall cap.
Reduce the max salaries as a percentage of the cap by 2-3%.
Raise the Exhibit 10 bonus.
2nd year of 2 way deals can be or always will be at a player's option.
Reduce the progressivity of the repeater tax at the top end of the scale.
First round rookie scale year to year salary increases are modestly tied to minutes played.
If cap exceptions can be split, consider allowing them to be combined.
Change 10 day contracts to 15-20 days.
Repeal or modify the Gilbert Arenas provision to more fairly balance the earning potential of the player with considerations given to the team. Right now the Provision can provide an imo unfair advantage to the team. Don't want to use a player because you can't afford to match? Then don't get in that situation or work your way out of it.
Raise standard G league salaries or allow some of them to be raised to a higher maximum.
Allow non-rookie contracts to have both a player and a team option.
Allow another Amnesty or a Amnesty at some new percentage other than 100%, like 50%.

Get rid of the supermax, the only success stories are guys like Curry and Harden or post rookie scale guys like Towns that were going to resign anyways. The big boys like Kawhi and AD cared about more than money. Otherwise it just gives bad teams more rope to hang themselves and takes money away from the middle and lower class and puts it in guys like Wall’s pockets.
