Hope you get candidates that meet your requirements AND impact goals.

Just my opinion, I'd think it would be good if total organizational hours spent studying and thinking about data resources vastly exceeded time spent in their collection, organization, processing, maintenance and quality control.

What is the average ratio in NBA? Or business in general?

3 hours "production" to 1 hour review would be very different from 1 hour production, 3 hours "study" for total organization or for individual analytic staff.
What ratio is envisioned for the "data analyst" hire? I am guessing it is closer to 3 to 1 production than 3 to 1 study.

Is 3 to 1 study "enough"? Why not 10 to 1 for a 9 figure enterprise and 8 or 9 figure value adds for strong or ultimate performance?

I doubt you (or others) will comment specifically or at all. But if you comment by DM, I would hold that confidential.
