Recurrent dangerous play

Watching Miami vs. Boston, Bibby from behind on Big Baby with 2:51 remaining in the third quarter.

It's a type of play which happens often, where a player has the ball and drives full speed towards the net, from half court or further, with no defending player intervening but with one or more defending players chasing them – frequently resulting in very dangerous plays.

Has there been any discussion in the NBA about avoiding such plays somehow, perhaps some version of the clear path foul but with no foul.

Once a player has the ball and is heading towards the basket with no opposing player in the way but with one or more opposing players in hot pursuit, could the refs, by new rule, suspend the play and, for instance, give the player with the ball three free throws to make two points.
